THE GOLF BY-LAWS

1. The Rules of Golf

The Rules of Golf shall be those currently adopted by the R & A Rules Limited, the United States Golf Association (USGA) and the Local Rules of the Club.

2. Golf Etiquette

All golfers shall be conversant with and shall at all times observe the Rules of Golf and the Golf Etiquette (See Appendix A ) stipulated from time to time.

 

2.1 Safety

 

Prior to playing a stroke or making a practice swing, the player should ensure that no one is standing close by or in a position to be hit by the club, the ball or any stones, pebbles, twigs or the like which may be moved by the stroke or swing.

2.2 Consideration for Other Players

 

The player who has the honour should be allowed to play before his opponent or fellow-competitor tees his ball.

No one should move, talk or stand close to or directly behind the ball or the hole when a player is addressing the ball or making a stroke.

No player should play until the players in front are out of range.

2.3 Pace of Play

 

In the interest of all, players should play without delay.

If a player believes his ball might be lost outside a water hazard or out of bounds, he should play a provisional ball to save time.

Players searching for a ball should signal the players behind them to pass as soon as it becomes apparent that the ball will not easily be found. They should not search for five minutes before doing so. They should not continue play until the players following them have passed and are out of range.

When the play of a hole has been completed, players should immediately leave the putting green.

If a match fails to keep its place on the course and loses more than one clear hole on the players in front, it should invite the group following to pass.

2.4 Holes in Bunkers

 

Before leaving a bunker, players should carefully fill up and smooth over all holes and footprints made by them.

2.5 Repair of Divots, Ball Marks and Damage by Shoe Spikes

Players should ensure that any divot holes made by them are filled with sand and any damage to the putting green made by the impact of a ball is carefully repaired. On completion of the hole by all players in the group, damage to the putting green caused by golf shoe spikes should be repaired.

2.6 Damage to Greens – Flagsticks, Bags, etc.

 

Players should ensure that, when putting down bags or the flagstick, no damage is done to the putting green and that neither they nor their caddies damage the hole by standing close to it, in handling the flagstick or in removing the ball from the hole. The flagstick should be properly replaced in the hole before the players leave the putting green. Players should not damage the putting green by leaning on their putters, particularly when removing the ball from the hole.

2.7 Golf Buggies / Trolleys

 

Golf buggies and trolleys must be kept off the tees, the aprons of the greens, greens and all ground under repair. Local notices restricting the use of golf buggies and trolleys on other parts of the golf course should be strictly observed.

2.8 Damage Through Practice Swings

 

In taking practice swings, players should avoid causing damage to the course, particularly the tees, by removing divots.

2.9 Golf Bags and Equipment

 

Golf bags should not be carried onto or placed on the greens. Sharing of golf bag or golf equipment is strictly prohibited .

2.10 Flight Leader

 

The Flight Leader must be a member of KGS. In a flight consisting of more than one member, the lowest handicap player shall be the Flight Leader. In case of equal Handicaps, the more senior member with respect to age will be the Flight Leader.

The flight leader shall be responsible and liable for the control and conduct of his flight mates during the course of play and to ensure his flight mates:-

 

•  carry sand buckets before commencement of play or in cases where buggies are used in the flight, there are sufficient sand buckets in the buggies.

•  in keeping up with the flight in front and take the necessary actions as described in Rule 2.3, if the flight has dropped a hole behind the front flight.

•  replace or fill divots and rake bunkers.

•  do not tee off or take a shot while possibly injuring any players ahead who are still within range.

For a flight without a KGS member, the lowest Handicapper shall be the Flight Leader. In the case of equal handicaps, the more senior player with respect to age shall be the Flight Leader.

The flight leader shall if requested by the Disciplinary Committee, assist by providing in writing, details of any infringement of the Club By-Laws in regard to conduct by any member of his flight or appear in person, if called by the Disciplinary Committee to provide oral evidence of any such infringement

3. The Captain's Committee

The Captain's Committee shall consist of the following:

 

•  Chairman of Rules and Handicap Sub-Committee
•  Chairman of Course & Grounds Sub-Committee
•  Chairman of Tournament Sub-Committee
•  Chairman of Caddie & Course Traffic Sub-Committee
•  Lady Captain
•  Chairman of Junior Golf Development Sub-Committee
•  Chairman of Racket Games Sub-Committee
•  Chairman of Swimming Sub-Committee
•  Chairman of Gym & Games Room Sub-Committee

The Captain shall have the power to regulate the use of the golf course and all the sports and recreational facilities of the Club.

4. Registration as Golfing Members
Members who wish to take up golf and use the golfing facilities, including the golf course, are required to register as golfing members and pay a fee to be determined by the Management Committee.

5. Golf Handicap
All golfers must possess valid USGA Handicap issued or endorsed by the Club, before being permitted to play on the golf course, otherwise ‘Non-Handicapped Golfers' rules shall apply.

6. Awarding of Golf Handicap
(See Appendix B )

7. Non-Handicapped Golfers

Members without golf handicap may play on the course subject to the followings:

 

•  Monday to Friday ~ Cross-over not later than 2.00 p.m. and tee–off after 5.00 pm
Saturday, Sunday & Public Holiday ~ Tee-off allowed only after 5.00 p.m.
•  Accompanied by at least one (1) adult golfer with valid handicap at all times.

8. Family and Junior Member Golfers
(See Appendix C )

9. Reciprocal Club Golfers
Golfers from Reciprocal Clubs may use the golfing facilities, subject to the terms and conditions of the Reciprocal Agreement.

10. Registration and Booking System
All golfers must adhere strictly to the Registration and Booking System as outlined.
(See Appendix D )

11. Green Fees
The green fees payable per 9 and 18 holes shall be determined by the Management Committee.

 

(i) Cancellation after tee off – 9 Holes
There shall be absolutely no cash refund or issue of a rain check if the guest has teed-off.

(ii) Cancellation after tee off – 18 Holes
A 9-hole rain check will be issued if the guest has teed-off. Cash refund will only be permitted with special approval from the Management.

(iii)Cancellation before tee off
A full cash refund will be issued to the guest.

12. Booking Fees
Booking fees for private competitions shall be determined by the Management Committee.

The member or the organisation booking a golf course for a private competition shall be responsible for the conduct and behavior of all non-member participants.

13. Caddies
All caddies shall be allocated by the Club on a first come first serve basis. Members who wish to pick and choose their own caddies may do so subject to a payment of a fee to be determined by the Committee. Members shall not engage caddies from elsewhere to caddie at the Club's golf course, except with the approval of the Captain. Caddie fees are payable as determined by the Management Committee. (See Appendix E )

There shall be no refund of caddie fees even if play is not possible for any reason whatsoever.

14. Golf Buggies
Members shall not be allowed to bring their own buggy for use at the Club premises.

The fees payable for use of buggy shall be determined by the Management Committee. (See Appendix E )

The golfer renting the buggy shall personally collect and return it at the designated area. He shall be responsible for any damage caused to the buggy during the period of his usage.

Not more than two (2) golfers and two (2) golf bags shall be allowed on a buggy. One (1) caddie shall be permitted to stand on the caddie-stand behind the buggy.

Golfers shall observe all safety measures at all times, as displayed on the buggy.

Golfers shall use the buggy at their own risk. The Club and the Operator shall not be held liable for any injury that they may suffer from using the buggy.

15. Golf Attire
For men – Mock neck shirts or collared T-Shirts with golfing shorts no more than 10 cm above the knees or long pants and golf shoes fitted with soft spikes shall be permitted. Denim jeans are prohibited on the golf course.

For ladies – Mock neck shirts or Collared T-shirts with golfing shorts no more than 10 cm above the knees, long pants or skirts designed for golf, and golf shoes fitted with soft spikes shall be permitted. Denim jeans are prohibited on the golf course.

All shirts shall be tucked in.

16. Number of Golfers Per Flight
A maximum of four (4) playing golfers shall be permitted per flight.

17. Club Competitions
Golf competitions held at the Club are under the management of the Golf Tournament Committee appointed by the Captain.

Detailed tournament conditions and other terms and conditions will be displayed from time to time.

18. Submission of Scorecards
All golfers upon registration of a game shall ensure the submission of the scorecards irrespective of the number of holes completed. The scorecards should be duly signed by every member of the flight before submission.

19. Local Rules
All Local Rules that govern play at the Club will be displayed or printed in the scorecards.

20. Disputes
All disputes pertaining to the playing of golf at the Club shall be decided by the Captain and the relevant committees.

21. Penalties
A Disciplinary Committee headed by the Captain or a member appointed by him shall have the discretionary power to impose appropriate disciplinary actions or penalties, including suspension of the privilege to play golf on any course at the Club against any member for breach of these Rules or other relevant Rules related to golf.

A minimum of three (3) members shall form a quorum. Names of the suspended members may be posted in a conspicuous place or places in the Club.
